Thinking about the pros and cons is essential in the long run. Very insightful! This is a very subjective opinion. It depends on their research interests, the infrastructure and also the funding matters.

PhD from an university in a developed country makes one accessible not just to cutting edge facilities but also a lot of memorable and real world experiences, experiences like doing your best in a foreign land with different cultures and festivals, learning to think differently and so on.
