Can teeth cleaning remove all the stains.

No! To understand this we need to know about intrinsic and extrinsic stain.
Intrinsic satin are present inside your toorh . Eg. fluorosis, traumatised tooth. These stains cant be removed by cleaning.
Extrinsic stains are present on the surface of the tooth. Eg. Food stain, tobacco stains. They can be removed by cleaning.

True. extrinsic stains can be removed by scaling while intrinsic staining needs an elaborate approach which will address the cause of the staining.

As dentists, we need to clarify that cleaning can only remove extrinsic stains; not intrinsic stains.

This is a common misconception. There are some stains because of enamel or dentine defect , fluorosis, certain antibiotics and taruma . These does not go away with cleaning. Scaling is basically for removal of plaque and calculus and better gums . Extrinsic stains can be removed by scaling. Before oral prophylaxis these must be well informed by performing dentist to the patient
