Building inclusive societies for Persons with Disabilities

The International Day of Persons with Disabilities (IDPD) is observed on 3 December every year. The 2025 theme, “Fostering disability-inclusive societies for advancing social progress” highlights that inclusion of PwD across healthcare, education, employment and community life is foundational to sustainable development and societal well-being.

Health equity for persons with disabilities ensures that health systems work for all, regardless of physical, sensory, cognitive, or mental health differences.

Addressing Social Determinants: Poverty, Education, Employment

Persons with disabilities face higher risks of poverty, limited educational access, and employment barriers, which negatively impact health and social progress. Inclusive policies on promoting social protection, education and workplace accommodations enables PwDs to lead healthier, more independent, and participatory lives.

Government Initiatives: India’s Policy Landscape

India accpeted the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and implemented the Rights of Persons with Disabilities (RPwD) Act, 2016, which legally mandates accessibility, non-discrimination and inclusion across services including education and health.

Other notable government initiatives include:

  • Sugamya Bharat Abhiyan (Accessible India Campaign) – A flagship program aimed at improving accessibility in built environments and transport, to create disability-friendly public spaces and services.

  • Scheme for Implementation of the RPwD Act (SIPDA) – Provides funding and technical support to states and ministries to implement inclusion initiatives nationwide.

  • Assistance for Purchase/Fitting of Aids & Appliances (ADIP) – Subsidizes assistive devices for persons with disabilities, improving functional ability and independence.

Beyond national schemes, recent actions show targeted reforms: the UPSC now offers “centre of choice” options for candidates with benchmark disabilities in competitive exams, reducing logistical barriers in education and employment access.

Digital & Physical Accessibility: Building Barrier-Free Environments

Digital health platforms, telemedicine, and online records should follow universal design standards, while public spaces, transport, and health facilities must meet accessibility norms. Initiatives like Sugamya Bharat App are improving and mapping accessible services across India.

Collectively, these efforts reflect an evolving commitment to embedding disability inclusion into the very fabric of health, social policy, and community life - a central objective echoed in the IDPD 2025 theme of social progress through inclusive societies.
