Sudden high-grade fever, Sore throat and swollen neck glands, Red rash starting on the chest and spreading, tongue appears red and bumpy, Skin feels like sandpaper to touch

it might be Scarlet fever?

All symptoms point to scarlet fever, very contagious, through droplet..
management includes penicillins, and paracetamol for fever..
